• Americans rank right in the middle. The U.S. is ranked 34th in the available data, with about a thousand cigarettes consumed per person per year. We’re about tied with the Israelis, the Australians and the Irish.

• In this data set, poorer countries tend to be healthier. Sub-Saharan Africa and South Asia have some of the lowest smoking rates in the world. Indians smoke only 96 cigarettes per year per person. Asia, at about 60 % of the total, is the major tobacco manufacturing region with China only owing about 36 %. The shares of India, South America (primarily Brazil), and mainly Africa (Zimbabwe, Malawi) have not ceased growing. The share of Europe (which includes Eastern Europe) decreased and that of the US continued to be similar.

Cigarette manufacturers intensively use of domestic tobaccos. However, about 30 % of world tobacco manufacture is traded throughout the world. There are a number of factors for this. First, particular big tobacco cultivating countries as Malawi, Zimbabwe and Tanzania produce a small number of tobacco products of their own. Second, certain significant cigarette and cigar making countries do not cultivate any tobacco locally. The Netherlands one of the world’s major cigarette and cigar exporters is one of them. Others like Japan, Germany or Russia do not manufacture sufficient to meet demand. A third cause is that the majority of cigarettes sold these days are mixed cigarettes that mean they possess a blend of diverse tobaccos. A small number of cigarette making countries cultivate all of these tobaccos.

The majority of cigarettes are currently consumed and manufactured in Asia. This is not a big surprise taking into account the region’s large share of world population. Within Asia, China alone creates 30 % of world overall. The growing share of Asia has occurred at the cost of Europe and North America, which observed their share of the world total decrease.

In China, local demand for cigarettes is mainly fulfilled by domestic manufacturing. Official numbers reveal that the country trades virtually nothing. Exports and imports constitute less than 2 % of the national need or production. India is situated in an identical situation.

Tobacco Capital Drop, Smoking Rates

The Victorian government is investing more than $100 million in tobacco industries despite efforts to reduce smoking tobacco rates among inhabitants. The state government’s investment management organisation, the Victorian Funds Management Corporation, says of its investment assets, worth $37.9 billion, that 0.3 percent is placed in the tobacco company. This brings its tobacco investment to almost $117 million — approximately four times the New South Wales government’s allocation of $30 million. The VFMC manages investments for public sector organisations including insurers and superannuation funds.

Clients include the Department of Health, the Transport Accident Commission, Victorian Managed Insurance Authority, WorkSafe, the Royal Kids’ Hospital and the University of Melbourne. Doctors and health groups declared the investment was outrageous and hypocritical when governments were trying to lessen the damage tobacco products caused to people’s health. The executive director of Quit Victoria, Fiona Sharkie, called for the government to abandon its investment because it undermined Australia’s smoking control regulations including plain packs. “It’s really in conflict with the governments’ health purposes. Tobacco has been on the health agenda for the federal and state governments for years, so on the one hand they’re argued that we’re investing in tobacco control but on the other hand they’re saying we’re investing in the companies,” she reported.

The chief executive of Action on Smoking and Health Australia, Anne Jones, said if the VFMC abandoned investments in cluster munitions, it should pull its money out of cigarette manufacturers. “Cluster bombs injure and kill almost 17,000 people a year and tobacco kills just under 6 million people a year worldwide,” she added. Ms Jones said deaths caused by tobacco products were predicted to reach 10 million by 2025, with most of the deaths in poor and middle-income earning countries. “It’s shocking  These are countries we are sending AusAID to to reduce tobacco diseases,” she said. Dr Bronwyn King, a radiation oncologist at Peter MacCallum Cancer Centre who successfully lobbied a superannuation company to drop its investments in cigs this year, also called for the Victorian government to follow suit. “As a cancer doctor, every single day I see the devastating effects tobacco has on individuals and their families,” she concluded.

While the NSW government committed to reviewing its investment in cigarettes companies this week, a spokeswoman for Victorian Treasurer Kim Wells would not comment on the matter except to explained that the VFMC was required to invest in accordance with its commercial objectives. “Under legislation, the Treasurer cannot direct the VFMC in relation to an investment new decision,” she said.

Smoke-Free Signs Everywhere, Tobacco Use at School

In spite of the widespread postings of signs banning its use, spectators at area high school football games have been seen using tobacco products in clear violation of the schools’ tobacco use ordinance. Tobacco use at sporting events was among the topics of discussion at the Kids’ Policy Council Coalition’s annual strategic meeting on how to lessen youth substance abuse. Tobacco use – both cigs and in smokeless tobacco products – has been saw by multiple committee members and Star-News staff members at recent football games. Two had seen cigarette smoking inside the stadium at three different high schools, while another reportedly witnessed those with “dip” or a tobacco chew inside their mouths, also while at the sporting events.

Tobacco smoking is banned on all school areas not only in Covington County, but also across the state and the nation. Each of the county’s three school systems has specific legislation in place to deal with tobacco smoking on school properties.

In Andalusia, the use of any tobacco product is strictly prohibited on all school system property and is prohibited at all school related activities and events, Superintendent Ted Watson declared. The policy applies to all employees, students, sales people and visitors.

There is a discipline scale for student violators; but, enforcing the school’s no-tobacco law is one of the main reasons city police officers attend games, Watson added.

Smoking warnings are also posted on all doors, and violators will be asked to leave, he argued.

“It’s very easy  to enforce the policy in an inside place because the activity is smaller and the smoke tobacco evident,” Watson said. “It’s difficult when have outdoor event, especially given the size of the stadium and the number of the people. We do have law there, and inhabitants know that smoking tobacco is banned. There are smoke-free signs everywhere, acting as reminders that tobacco smoking is not acceptable at any school activities.”

Watson explained that the same rule applies to the coaching staff.
